Detailed Description of the Project
The project provide intensive technical support to the Municipality in assessing, reorganizing, preparing action plans, building standards, and monitoring for service provision improvements. The main objectives of the assignment are:
-To conduct a comprehensive assessment of main challenges and problem patterns (legal, standard, technical, managerial and financial) 61municipalities are facing with public service delivery
-To design and implement a service reorganization approach, in 3 municipality
Project Goal  Provide a comprehensive assessment on main challenges and problem patterns municipalities are facing with public service delivery, in 61 municipalities, and introduce options for service reorganization with the aim of improving the provision of services at the local level
Objectives of this local governance assessment has been:
a) Identify potential gaps and constraints in local policy implementation;
b) Detect specific capacity development needs and to monitor the results of capacity development efforts;
c) Formulate change plans and solicit donor or peer assistance for improving specific aspects of local governance;
d) Provide an objective account of achievements of local elected leaders (particularly at times of re‐elections), and thus building accountability.
Main activities of the project
Main activities carried-out in the framework of project include the following ones:
Preparation of Assessment Methodology and tools that includes preparation of 14 questionnaires with a total of 572 questions and Interviews Question Forms
Insuring Data Integrity and Quality regarding the data collected in the field or from Central Government sourses.
Conducting Data Analyses need to support preparation of Individual 61 Assessment Report
Quality Management and Technical Quality Assurance Review Mechanisms that includes:
a) Quality Management – Through the usage of  a series of tools Smart ICT Services has insure Quality control and Integrity of Data collected and analysed
b)  Quality Assurance – Smart ICT Services has established procedures and infrastructure that support the activities of quality assurance.
c) Organizational quality has been successful implemented through preparation and implementation of Pre-defined procedures and guidelines and Monitoring mechanism.
