PLGP – GIS application Installation, Training, and Service Procurement for Six (6) Municipalities
|Detailed description of project
|The project provide Web-Based GIS Application for Administering Territory Registers and to install it in four (6) Albanian municipalities (Korça, Elbasan, Fier, Berat, Kamza and Lushnje), and related training, technical assistance, and support, as part of the Planning and Local Governance Project (PLGP) in Albania, funded by the U.S. Agency for International Development (USAID).
The objective is to :
a) Create a Digital Territory Register that will support municipalities in better administration of the property tax
b) Identify and create into the Web-GIS database the required identifiers for connecting the geographical information with the database of the tax software.
c) create the necessary functions to identify and manage buildings by using the information from the tax software database. Ex. Find the buildings where no tax is payed, find the buildings which are not connected with the tax software, etc.
|Type and scope of services provided
|Main activities carried-out in the framework of project include the following ones:
–Analyse any existing geographic information.
–Define the required procedures to make this information available for Web-GIS application.
–Define a suitable database schema for the Web-GIS application
–Support the local government specialists to elaborate the existing geographic information for inclusion into the Web-GIS application.
–Coach and support local government specialists in data collection and upload in the Web-GIS application
–Prepare procedures for data quality control
